Qualitative review of barriers to investment

This project delivers a targeted qualitative assessment of the barriers to greenfield investment in forestry across the Murray Region Forestry Hub (MRFH).

Through direct engagement with investors and industry stakeholders, the report examines the effectiveness of current and past policy settings—both within the Hub and in comparable regions—to better understand what is enabling or limiting investment.

It also explores opportunities beyond traditional forestry and agriculture policy, identifying broader initiatives—such as taxation, infrastructure, and risk-reduction mechanisms—that could help unlock capital and drive growth.

With Australia facing increasing pressure on both housing supply and timber availability, and the MRFH currently a net importer of wood, this work provides timely insights to inform more effective, cross-sector policy responses.

The findings will support government and industry decision-makers in shaping practical, evidence-based strategies to attract investment and strengthen the region’s forestry sector.
